We went there last week and there is not a Wednesday late night happy hour (it stops at 6 like other nights). The food is still pretty cheap (5-6$ burritos, other dishes up to $10) and there was a nightly special of $2 wells. Not sure if that was a one time thing or deals every Wed/other nights.

nice cheap bar food - burger, fries, etc. Usually the special of the day is a winner. Wouldn't recommend the onion rings but everything else on the menu is good. Great bar staff and quizzie monday nights at 830 can't be beat.

horrible service, and they always seem to be understaffed. Last time I went there (with two others) we got two rounds and the waitress messed up 4 of the 6 drinks we ordered (wrong beer 2x, vodka 7up instead of tanq and tonic, and had to be reminded twice about a beer order), not to mention the customary 15-20 minutes for a drink to arrive. Food is pretty good but it is not worth the service or the other clientele. Also, forget about going on a big sporting event day, because the service and time delay are even worse - went for seahawks game last winter and ordered at the start of the game, got our pancakes at halftime.

Great happy hour - food mostly 2-3 dollars, with a seafood pasta and steamed clams the only ones in the 4-5$ range. 5-6 beers on tap also that ran at 2.75.
Got the caesar salad and the pesto linguine (caesar a good happy hour caesar, wouldn't recommend the pesto) and the two types of pizzas that others got in the group were very good. Also on the max line and an easy jump from happy hour to timbers games.

Excellent happy hour. The food is delicious, good variety of draft beers, and there is free wifi. Highly recommend Voleur - one of my favorite happy hours in town!
