OMG. Just tried Andina's HH - YUM. I liked that you can have ANY of the drinks on the cocktail menu for $5. There's something to be said for not "settling" for something less than what you'd order normally. We tried the CAIPIRINHA, DAIQUIRI NATURAL and RON-YKI-ON. There's something to be said about having premium cocktails (normally $8) for a reduced price ($5). That is a real value.
Did I mention the food? The skewers (chicken, beef or seafood) have most tastes covered. Delicious. Not to mention there are oysters, if you are inclined.
The atmosphere and service also grade an A+. Andina is a rare combination of excellence on all levels. Run, don't walk to happy hour!

Colosso Portland, OR
Colosso is one of my favorite HHs in Portland. The food is excellent. They have a really fantastic Bloody Mary, but most of their drinks are good. Very consistent visit to visit.

Vino Paradiso Portland, OR
I love, love, love Vino Paradiso. Tim and Bill are the best. They spend time with their guests and educate them about wine. The atmosphere is great as is the service, food and wine. They don't have food specials, but half off a bottle of wine really adds up!

Silk Portland, OR
I enjoy Silk's atmosphere. The HH food is a really great value - larger than average portions, great quality and very tasty.
They have several cocktail options, the tuk tuk is my usual HH drink. It's a bit spicy, which I like.
The last time I visited Silk, our server was HORRIBLE. I've always had great service at Silk, so this was a mind boggler.

Teardrop Lounge Portland, OR
We went to Happy Hour at Teardrop on Wednesday - it was great. The classic cocktail special was based on the Hemingway. Daniel and Ted made their own kaffir lime and white peppercorn syrup and mixed it with vodka and grapefruit juice. YUM. Of course, we had a couple of those and then ended the evening with DeeCee's Fuegos - scotch, pomegranate molasses,burnt orange and carpano antica formula vermouth - one of my personal favorites.
The service and drinks were spot on. This could be my favorite HH... EVER.
